History
Otto Mustard's family had moved to Kuat when he was very young after his father took a job working in the shipyards for which Kuat is famous. Therefore, despite his Alderaanian origins, Mustard grew up surrounded by the Kuati culture. As an adult, after working odd jobs on his homeworld of Kuat for many years and never being able to make ends meet, Mustard decided his best course of action would be to get a job working for the Galactic Empire. This would enable him to do his part in supporting the Empire as it works to bring peace and order to the Galaxy, and the prospect of a steady paycheck was a nice bonus. On Y12 D112, Mustard enrolled in the Imperial Academy to begin his new life.
Work Information
Upon graduation from the Academy, Mustard signed on with the Corellian Engineering Corporation, the chief ship construction faction of the Galactic Empire. The ship construction business is not for the faint of heart or the impatient, due to the massive amount of raw materials and workers needed as well as the length construction times. Through on the job training and mentoring from his commanding officer, Mustard became adept at handling the duties of enlisted personnel in CEC. Eventually, after Mustard had proved his capabilities, he was promoted to the engineering ranks and given a position as a system production manager. It was a daunting task involving coordination of the gathering of raw materials, the assignment of data cards, and the construction of ships, but Mustard felt that time would show he was plenty capable of meeting these new demands.
On Y14 D182, Mustard's mentor and CEC's Chief of Operations (COO), Silus Nidor, resigned his position to pursue an opportunity in the commercial world. This left CEC's second in command (2IC) position vacant. Mustard was appointed as acting COO. On Y14D190 "acting" was removed from his title and his appointment to the position of COO and 2IC was made official. This began a phase in Mustard's career and he rededicated himself to the service of the Imperial Order through military and commercial ships CEC builds for the Empire.
When CEC's longtime Chief Executive Officer (CEO), Polarisruner, retired from Imperial Service he was replaced by Tyris Elensar. Shortly thereafter GE's Minister of Industry, Eric Zahm, also retired. Elensar became acting Minister while retaining his position as CEC's CEO. On Y14D324, Elensar's position as Minister was made permanent and Mustard was promoted from 2IC to CEO of CEC at the same time. During an interview following his promotion, Mustard stated his main goal for CEC was to "ensure we continue the tradition of excellence that CEC has of producing the best engineered and highest quality ships in all the galaxy."

Mustard spends his spare time managing the a team in the Imperial Bolo-Ball League(IBL). He started out as manager of the Kuat Reds. The job fell into his lap when one day while relaxing at a cantina in Kuat he overheard a man complaining about the manager of his boloball team. It turned out that this man was Edward Vincowpy, the owner of the Kuat Reds. At this time the Reds played in a minor league made up of teams only from the planet Kuat. Vincowpy had dreams of moving up to the IBL, but was held back by his team's manager who "couldn't run an automated irrigation system, let alone a boloball team." Mustard who had been a player/manager of an amateur boloball team in his early years offered to manage the team for free on condition that he be given a partial ownership stake if the team made it to the IBL. In their first season under Mustard's leadership the Reds improved dramatically, from perennial underachievers to champions of the Kuat Boloball Minor League. This prompted Vincowpy to pony up the entry fee for the IBL. The Reds have held their own against the intergalactic competition in the IBL and recently moved into the luxuriously remodeled Kuat Imperial Stadium as their home ground. Mustard was quoted as saying, "Managing a boloball team really isn't all the different from managing a construction team in CEC. You have to get the boloball players properly trained to react to any situation they might face and then you have to put them in the right place on the field to execute to their strengths. Prior to season 13, he became manager of the Corellian Hotspur. The Spurs are a founding team in the IBL and won the league title in season 2. But hard times had fallen on the once mighty Spurs and they were floundering in the depths of SubLeague A when Mustard arrived. He set a goal of returning the team to prominence, but didn't promise any quick fixes.
Due to his roll as commissioner of some of the sports leagues in the Empire, Mustard was appointed to a part-time position as Deputy Director in the Imperial Gaming Commission on Y13 D272. Later on Y15 D91 he became IGC Director when the former IGC Director Nikolaus Ephranor retired from active service. Mustard resigned from the IGC on Y16 D324 due to time constraints impeding his ability to perform the necessary duties.
