Background
Voll was born on Alderaan to Alderaanian parents. His father was an engineer who received an offer from an Alderaanian firm to help lead a new production division. This new division was to be created on the Outer Rim world of Koobi VII. The Tybets and about 1,000 other families relocated to the barren world in the Outer Rim and began to build the new production facility. The Alderaanians on the planet established a supportive, close community that remained relatively isolated from the other scattered populations on the planet. As the new production facility grew, the community became prosperous and families dug in for long term settlement. This included building medical facilities, schools, and the like. It was in this environment that Voll grew up.
Voll enjoyed a simple childhood in the sheltered confines of the Alderaanian community on Koobi VII. After graduating college and university, Voll followed his passion in education and began to work with the school system for the children of the Alderaanian families. He attained a leadership role and continued to improve and alter the school system there. He was well-liked within the community who appreciated what Voll did for them. He appeared set to have a career for years to come.
The path of Voll's life changed dramatically when the New Republic seized control of the Koobi VII. The New Republic's presence was immediately felt as they began demanding taxes from the populace. The planet's relatively unregulated and untaxed surface had been a large reason that Koobi VII had been chosen as the site for the production facility. This created uproar within the Alderaanian community on Koobi VII, who reluctantly agreed to pay what the New Republic demanded. As the New Republic occupation extended from months to years, New Republic taxes continued to increase. The strength of the Alderaanian community was strong and committed to their new home, so they did not abandon the planet, but the tolls and strains of occupation began to be felt. This was making Voll's job more difficult. Early in his career he had plentiful funds to train teachers and equip them with all the instruments and technology that they needed to teach the Alderaanian students. Although the strain placed on the education system was substantial, Voll adjusted and made the system more efficient than ever before.
The reduced funds were one thing for Voll to handle, the addition of alien refugees were another. As the Galactic Civil War raged throughout the galaxy, sentitents under the control of the New Republic became displaced. The New Republic decided to move them away from harm and on a relatively unsettled location. Koobi VII fit this description perfectly and so refugees began to poor in. The first few hundred were reluctantly welcomed by the Adleraanian community, who attempted to help integrate them into society. They were quickly overwhelmed, however. The refugees soon overran the planet, bringing poverty and disease with them. The New Republic insisted that the quality of life for the refugees remain high and offered a significant tax cut to the Alderaanians if they could make that happen. The New Republic sought to avoid the negative publicity of seeing their citizens living in outright poverty after their home planets had been ravaged by war. Voll attempted to incorporate the refugees into the school system, but the scale was untenable. His system had been created and optimized for, at most, a few thousand monocultural Alderaanian students. Now he was expected to educate over a million students from dozens of different races, some of whom could not speak Basic. There was no infrastructure in place to deal with this many students. As Voll began to work on a plan to somehow deal with the refugees, the Alderaanians received news from the New Republic: the promised tax cuts would not be coming.
The New Republic claimed that the funds were needed for an emergency war effort. There were simply no funds to implement any kind of comprehensive education system. The Alderaanians immediately retreated once more into their isolated community. Voll resumed his total focus on educating the Alderaanian children. When the New Republic heard about this, they told the Alderaanians in no uncertain terms that their community would no longer be welcome on Koobi VII. The majority of Alderaanians decided to return home to Alderaan, but Voll knew he had other goals that had to be achieved. To do that, he decided to head to the Core.
