Subject was born into upper middle class family in the Financial district of Coruscant, his father Villiax Talratheon being an infamous real estate mogul in the district made millions of credits flipping impoverished factories and slum apartments into bustling structures. Himself being charged several times with criminal intimidation however never having the charged stick. Father's personality considered to have passed to the son Rossi. Villiax inducted Rossi into the Sub Adult Group program at a young age exposing him to the processes of Imperial Education. Rossi received high marks in Pro-Imperial educations however was quietly reprimanded for assault upon another student whom was protesting against the Pro-Imperial education programs.

After graduation from the Imperial Institute of Higher Studies, Rossi immediately began preparations for admission into the Imperial Academy to join the services of the Empire. Rossi graduated under the instruction of Raffael Goschmitt before receiving assignment.
