The Kuat Imperial Sector is an important industrial territory on the Eastern borders of the Galactic Empire. It includes 8 constituent sectors, amongst which are its capital and namesake Kuat. In no small part due to the famous Kuat Drive Yards, the Imperial sector is a galactic leader in several industrial and technological sectors and amongst both the galaxy’s largest exporters and importers of goods. Highly developed and with a very high standard of living, it maintains a comprehensive social security, a well-established health care system and diverse environmental protection laws known as the Ephranor Accords. After the Coruscant Oversector, it is the second-most popular migration destination in Imperial space.
Meanwhile the Kuat Sector itself is, after the neighboring Humbarine Sector, both the third-most populated sector of the Kuat Imperial Sector and the second-largest by area, consisting of 7 systems and a total of 23 planets.

Politics
The Representative Council building on Kuat |
The daily affairs of the Kuat Imperial Sector are handled by the Representative Council, a collective body of the 3 constituent Sector Governors with the current Acting Sector Adjutant, Lieutenant Governor Nikolaus Ephranor (Year 16, Day 286 – Present) presiding and running both the government and politics of the day. Free from the burdens of daily governance, the role of current Sector Moff Azhrarn Amaratha (Year 15, Day 123 – Present) allows him to represent, by his actions and public appearances, the Imperial Throne itself; its existence, legitimacy and unity voiced and displayed by one man.
In the Imperial Sector, the office of “Kuat Sector Moff” involves an integrative role and the control function of upholding both the Imperial Law and Constitution. Giving direction to important political and societal debates to uphold the New Order, the Kuat Sector Moff has the ability to invoke his or her executive powers without question in case of political instability; allowing the Moff to immediately and, if necessary, repeatedly overrule or even replace the Representative Council. Furthermore, all additions to the Imperial Law within the Sector must be signed by the Moff before they can come into effect, granting him a veto that has sometimes been the subject of debate.
Meanwhile, the Sector Adjutant is responsible for guiding the Representative Council and deciding it’s general political direction; heading the executive branch of the daily Imperial Sector government. Appointed by and responsible only to the Sector Moff, together they choose the Governors of the 3 constituent sectors that are to make up for the remainder of the Representative Council. These Governors are free to carry out their duties independently within the boundaries set by the political directives of the Adjutant, and while not directly responsible to the Council he or she presides over, the Sector Adjutant can nevertheless be removed from office should all three Governors file a constructive vote of no confidence to the Sector Moff; allowing the Sector Adjutant to remain in office until the Moff either accepts the vote and appoints a suitable successor or imposes a veto.
Constituent Sectors
The Imperial Sector consists of 8 sectors, each of which has its own sector constitution and is largely autonomous in regard to internal organization. Because of the differences in size and population however, the subdivision of the various sectors are known to vary and some Sectors –Baronos, Belnar, Haldeen, Kilbanis and Shelsha- fail to even meet the population threshold are not even represented in the Representative Council at all.
Law
The Basic Law for the Kuat Imperial Sector is based on the constitutional law of the Galactic Empire. As a highly industrialized Imperial Sector however, the authors also ensured that human rights and human dignity were made the central core and core part of Kuat Fundamental Law. Other key components of the Law are the principles of social responsibility; these are constitutionally entrenched, and they cannot be removed or repealed by neither the normal amendment process nor the Moff’s sole authority.
Fundamental Rights in the Kuat Imperial Sector are a set of rights guaranteed to the inhabitants of the Imperial Sector through the Imperial constitution and the Kuat Fundamental Law. These have a binding effect on each of the constitutional institutions, regardless of whether it is the executive, legislature or jucidiary in the Imperial Sector or one of the constituent Sectors. It is also irrelevant whether the Sector was directly or indirectly involved in the violation, whether it acted through public or private law or through legal entities under private law; public bodies are always bound by the Kuat Fundamental Law.

Rights under the Kuat Fundamental Law can also be divided between Universal Fundamental Rights, which are afforded to anyone, and Imperial Fundamental Rights to which only Imperial A-class citizens are entitled. The reason for this separation is largely due to protection of Imperial culture and sovereignty. Kuat Fundamental Laws include the rights to freedom of assembly, freedom of association and right to work, as well as the right to vote and stand for public office. Restricting these rights only to Imperial A-class citizens does not just refer to Imperial citizenship but to Imperial status as a whole, which is regulated by different articles of the Law. While there are some Fundamental Laws that apply only to Imperial A-class citizens, there are some on which only non-Imperial citizens can rely; like the right to asylum in the Kuat Imperial Sector.
Ephranor Accords
The Ephranor Accords, officially known as the Conservation of Nature and of Landscapes Act, was an initiative by Sector Adjutant Nikolaus Ephranor for the conservation, preservation and development of nature and landscapes in both populated and non-populated areas. It aims to protect them against the rapid industrialization of the Kuat Imperial Sector as to effectively serve the following purposes:
- To maintain the efficiency of the balance of nature
- To preserve the exploitability of nature’s resources
- To conserve fauna and flora
- To safeguard the variety, particularity and beauty of nature and landscapes
as a basis for the existence of intelligent life and as a prerequisite to recreation in nature and in landscapes. It was an immensely popular initiative of which many of the Imperial Sector’s most beautiful landscapes are a direct result and, as a surprising side effect, further strengthened Kuat’s economical position with a blooming tourism industry and an increased migration to bolster the work force.

The Kuat Imperial Sector has a coordinated market economy with a highly skilled labor force, an equally high level of innovation and low levels of corruption. It is amongst the galaxy’s top exporters of luxury goods, the main contractor of the Imperial Navy and amongst the primary contractors of the Imperial Navy.
Overall, the system behind Kuat’s market economy refrains from attempts to plan and guide production, the workforce, or sales, but it does support planned efforts to influence the economy through the organic means of a comprehensive economic policy coupled with flexible adaptation to market studies. Effectively combining monetary, credit, trade, tax, customs, investment, and social policies, as well as other measures like corporations such as Kuat Drive Yards or its former subsidiary Kuat Systems Engineering, this type of economic policy creates an economy that serves the welfare and needs of the entire population, thereby fulfilling its ultimate goal.
Kuat Systems Engineering
Kuat Systems Engineering is a multi-Sector corporation that designs, engineers, produces, markets and distributes both luxury speeders and military vehicles as part of the Imperial Ministry of Industry. The board of directors oversees galactic operations from the branch office in the Humbarine Sector whereas Executive Director Draven Diesel, the CEO of Kuat Systems Engineering, makes his decisions from the branch office in the Kuat Sector, the location of the corporation’s primary production facilities and research complex.
Employing approximately two million sentients in facilities across the galaxy, Kuat Systems Engineering is an important driving force behind the economy of the Kuat Imperial Sector as a major employer and exporter of not just luxury speeders and military vehicles, but also of taxable various machineries, transport equipment and electronic products to the rest of the galaxy. Using slogans as “Sheer Quality in Quantity” and “The Ultimate Experience”, Kuat Systems Engineering can count itself amongst the best-selling manufacturers of luxury speeders throughout not just Imperial Space, but to the galaxy as a whole.

Boloball
Boloball is, by far, the most popular sport in the Kuat Imperial Sector. The Kuat Boloball Association is the sport’s governing body within the Imperial Sector, with millions of amateur members (an estimated nine percent of the total population) organized in thousands of boloball clubs officially making boloball the number one attended and practiced sport. Besides the Sector Cup, both the Imperial Sector Cup and the Imperial Boloball League have much attention amongst the population.
The most successful and popular boloball team of the Kuat Imperial Sector is the Kuat Wolves, the pride of Kuat’s very own Raxxa System. Entering the Imperial Boloball League at the start of Season 15, they acquired respect and admiration throughout the Sector by not losing a single match for the duration of their first Season and one of their players in particular, the young Teófilo Lagos, established himself as a local hero by a string of no less than 11 goals over 19 matches.
Tennis
As recently as Year 13, the Kuat Imperial Sector hosted two events on tennis’ Imperial Tour -the Kuat Systems Engineering Championship and the Kuat Drive Yards Intergalactic Open. However, after Year 15 the only Imperial Tour in the Kuat Sector has been the Kuat Systems Engineering Championship; Kuat Drive Yards withdrawing from sponsoring to focus on different sports with a higher revenue. While perhaps not as popular or widely attended as other top sports, the Championship nevertheless draws massive attention from the local populace and has seen many ranking Imperials and local celebrities in cameo appearances during opening matches after Kuat Drive Yards sponsored the construction of the Draven Diesel Tennis Court to safeguard future Tours.
Society
Companies like Kuat Drive Yards have always played an immense role in the society of the Kuati. Providing a stable economy and an influx of migrating citizens, Kuat has become a modern, advanced society shaped by a plurality of lifestyles and regional identities. The Imperial Sector has established a high level of gender equality and promotes disability rights, and while not entitling them to the fullest extent of the law non-Humans are socially tolerated; acknowledging that diverse racial backgrounds contribute to Kuati society and that controlled immigration should be allowed based on qualification standards.
Media
With billions of households, 535 holovision channels licensed in Kuat alone and a total market value of billions of credits, the Kuat Imperial Sector is amongst the biggest and most diversified holovision markets in Imperial Space. The strongest revenue segment in the Imperial Sector is public funding, followed closely by advertising and subscription. This dominant market position of public- and ad funded free holovision channels in Kuat explains why the Kuati pay-per-view segment is significantly underperforming in comparison to the rest of Imperial Space.
In terms of holovision market share the market leaders of the Kuat Imperial Sector are the two biggest public service broadcasters (Kuat Holovision One and the Radio Holovision Network) and the leading commercial channel (Kuat Broadcasting). As with all Sectors, the Kuat Imperial Sector also offers holoshopping providers in the form of .Kuat, and the leading pay-per-view provider remains Kuat Holovision Extra. In a Year 15 survey half of the Kuat holovision viewers said they often found nothing to watch on the holovision.
Series
Almost all fictional programs on Kuati holovision are regular holoseries. While the public broadcasters predominantly own the productions that they broadcast, the private stations and networks often put on series licensed from across Imperial Space; mainly the Coruscant Oversector. Over the recent years those same private stations are airing self-produced series as an experiment however, and their highest-rated crime drama Perma Day and Night which airs every night on Humbarine .Six, has been met with great success.
